cpc is better for low traffic or emerging sites as a click usually brings around $0.30 but CPM (usually around $0.30 per 1000 impressions) can bring in $0.15 per month if you only get say 500 pageviews regardless of the number of clicks.

CPM = Cost per 1000 impressions. The money you get after the ad has been viewed a thousand times.
