Yeah you can. But you need to have a lot of friends and be a member of lots of groups. You send them a message about your site and most of them will hopefully check it out.

Btw, did you mean social bookmarking? Social bookmarking and social networks are different things. But you can get a bit of traffic out of both.

Social networking is a great way to promote, get indexed and drive a lot of traffic towards your sites.... not all bookmark sites use the 'follow' tag though...but still usefull for getting indexed etc...
