They are using a portal like Nuke CMS. You can download that and install it on your phpBB and it will look the same.

is it like you still need the forum installed or is php nuke just installed and it makes the forum itself. Like will i still need a phpbb forum installed and then add on php nuke?

Actually I've never used PHP Nuke. But I think you need to first install phpBB and then install PHP Nuke. Read the instructions man.
